About the Position:

We are looking for an energetic professional to provide a wide range of commercialization program management and support services to the Department of Energy (DOE) Office of Technology Transitions (OTT). Successful candidates will have a proven ability to juggle multiple priorities, to work with minimal supervision as part of a collaborative team, to build relationships across large organizations, and to quickly learn about the variety and complexity of energy technologies being developed in our National Labs. Previous experience working at DOE is not required for this position. Prior experience in federal government program design, funding, and administration will give you a solid foundation to be productive in this fast-paced, growing office.

NOTE: This is not an IT position; these projects and programs are for technology commercialization.

Primary Responsibilities:

  • Provide project development and management support to the Bipartisan Infrastructure Law (BIL) Technology Commercialization Fund (TCF) program.

  • Prepare written and visual reports/presentations for DOE OTT managers, staff, and others as needed; gather, analyze, organize, and present information and data in a logical, persuasive manner.

  • Support BIL TCF announcements and other communication efforts, including creation of content, coordination of internal processes, and planning/execution support for events (to launch programs, announce awardees, etc.).

  • Assist in the design and development of BIL TCF funding programs as well as their execution, including planning and executing the review and down selection processes, screening proposals for completeness, scheduling meetings/events/kickoffs.

  • Assist with management of BIL TCF programs and projects, including coordination with performers on regular status updates/reviews and supporting review of budgets and financial reports (obligations, spend plans, invoices, etc.).

  • Coordinate support for activities with other DOE program office collaborators, including providing reviews and feedback for critical documents and assisting with market research.

  • Provide general administrative support services to BIL TCF program, including tracking progress and sending follow-up emails; maintaining project records and files systems; and preparing and sending required updates to OTT leadership.

  • Effectively prioritize workload, keep track of assigned tasks, and conduct time-sensitive tasks in a timely manner.

Other Responsibilities:

  • Create and maintain master files/schedules related to program history, execution and status for the life of the program.

  • Support the BIL TCF program in other areas on an as-needed basis to ensure programs operate effectively and issues/concerns are raised to OTT Management.

  • Read, understand, and bring to management’s attention items requiring attention from the variety of data and reports sent to the office for action.

  • Contribute ideas and technical input to OTT’s current and upcoming fiscal year programmatic planning and execution.

  • Provide technical input to project planning and execution that is consistent with DOE and OTT procedures and preferences.

  • Build positive relationships with internal and external stakeholders.

Position Requirements:

  • Bachelor's Degree (or equivalency) in a STEM field from an accredited college or university with a minimum of 3 years of related experience.

  • Advanced degrees may be substituted for required years of experience.

  • Understanding of clean energy, manufacturing, or industrial decarbonization.

  • Proven customer relationship skills including excellent written, PowerPoint, and verbal communication skills.

  • Proven ability to perform detail-oriented work.

  • High level of comfort with rapidly shifting priorities.

  • Strong management and organizational skills.

  • Proficient working knowledge of Microsoft Office Suite.

  • Ability to draft Word documents and PowerPoint presentations for federal review as well as utilize Excel to track project data and perform analysis for federal use.

These will really set you apart from other applicants:

  • Experience with or understanding of technology transfer and commercialization.

  • Experience with long duration energy storage, grid technologies, and/or challenges associated with decarbonizing the chemical, cement, metals, paper, or glass industries.

  • Experience as a PowerPoint Designer

  • Extensive writing experience

  • Ability to respond to rapidly changing priorities and workload.

  • Experience working in a fast-paced environment.

  • Ability to come up with and implement solutions to challenges.

Reporting Center Requirement:

The duties of this position require the Candidate to report to the DOE Forrestal Building in Washington DC or a designated DOE Reporting Center during their daily work schedule. The reporting location will be defined at the time the position is filled. Unless otherwise stated, the default DOE Reporting Center is the DOE Forrestal Building in Washington DC. Occasional or regularly scheduled telework may be available for this position as workload or other conditions allow and will be negotiated at the time of appointment. These teleworking agreements, if accepted by both parties, are intended to be flexible and may change during the term of this appointment. Initial teleworking agreements are not guaranteed to remain unchanged and workload or other conditions may require the candidate to report full time to the designated DOE Reporting Center.

Working Environment & Conditions:

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
