Advises on specialized Revolving Fund activities such as facility account management, distribution of costs to civil funded projects, labor and payroll accounts. Duties

• Provides program and district managers with accurate and timely financial information and advice.
• Evaluates account balances, trends, and conditions thereof to provide guidance to operating officials.
• Provides accounting data and support to budget and program managers for preparation of budgetary and program data.
• Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, and professional knowledge of accounting practices.
• Solves difficult financial management problems in the organization's programs.
• Projects fund requirements and makes recommendations to managers and higher authority for additional requirements.
• Initiates and recommends procedures and policies to prevent waste, fraud, and abuse of resources.
• Ensures adequate internal control reviews on cost accounts and general ledgers.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain appropriate Financial Management Certification level within 2 years of placement in position.

OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirem
