Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

Job Summary:

The Senior Subcontract Administrator participates in planning, work hour calculations, and budgeting as it relates to project subcontracting activities. This position also develops and monitors project work-hour estimates and master contracts forms and provides supervision to a project team of contracts personnel, performing formation activities when required by workload, complexity, or other factors. Additionally, this position participates in the planning, staffing, training, and development of contracts personnel. Provides leadership for the development and maintenance of a high-performance project team. Has responsibility for execution of respective work and ensuring that the project is delivered within contractual requirements, standards of quality and safety and to Customer and Bechtel performance expectations. #LI-MJ1

This position will require willingness to relocate to the Columbus, Ohio area.

Major Responsibilities:

  • Collaborate with the Subcontracts Leadership Team to implement the Division of Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and procedures applicable to Subcontract Administration.

  • Execute commitments within delegated execution signing authority.

  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other major matters.

  • Maintain relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and subcontractors, when necessary, of the overall project requirements.

  • Administer complex contract changes by negotiating with subcontractor personnel and obtaining settlement.

  • Represent Bechtel in contractual discussions regarding assigned work upon proper approvals.

  • Administer information programs to ensure mutual understanding of subcontract terms and conditions.

  • Prepares periodic status reports for management.

  • Managing adherence to the project schedule inclusive of schedule development and updates for subcontract activities.

Education and Experience Requirements:

  • Requires a BA/BS Degree in a related field plus a minimum of 15 years of professional, related experience, or in lieu of degree, a high school diploma and 21+ years of professional, related experience.

Required Knowledge and Skills:

  • Extensive knowledge of subcontract processes, policies, and practices.

  • Exceptional administrative and organizational skills.

  • Exceptional oral and written communication skills.

  • Extensive experience in developing contract types, fee arrangements, contract terms, and legal requirements.

  • Extensive experience in developing and recommending potential solutions to contractual problems to management.

  • Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or experience.

  • Working experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, and performance evaluation.

  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures, and work practices.

  • Working knowledge of Cost Reimbursable subcontracts w/ experience in closeout requirements.
