What You Will Be Doing
The primary duty for this role is to detect and prevent violations of HUD, GNMA, FNMA, etc. regulations, and to ensure a compliance culture commensurate with the highest ethical standards of the Organization.
-Stays abreast of changes in compliance laws and regulations;
-Manages and monitors pipeline in Encompass for disclosures and state specific requirements. Develop policies and procedures and train staff;
-Assists with analyzing examination and audit reports to identify compliance issues requiring corrective action;
-Assists in maintaining a compliance monitoring program for operational, lending and administrative compliance processes, to ensure compliance with federal and state laws and the adequacy of internal compliance processes;
-Development and/or revisions to compliance policies and procedures including but not limited to vendor contracts and agreements, product development, product disclosure, collections and lending issues to assure compliance;
-Establish and maintain relationship as a liaison with regulatory agencies;
-Develop an effective review programs ensuring the purpose, scope, and audit approach is appropriate for the business unit;
-Oversee all regulatory exams, including but not limited to, HUD, GNMA, FNMA, Freddie Mac and state specific audits;
-Develop annual continuing education needs analysis and conduct appropriate training for all employees;
-Leads and directs the fair lending risk assessment processes. Conducts monitoring of fair lending associated activity and regulations to review and analyze results to help determine appropriate corrective action;
-Strong background in HMDA reporting requirements, Fair Lending laws and regulations, the Truth-In-Lending Act, the Real Estate Settlement Procedures Act, including mortgage origination documentation, the requirements of the Flood regulations, and new account requirements;
-Demonstrated ability to analyze compliance risk using best practice methods and risk management principles;
-Excellent problem solving skills and ability to work within tight time constraints;
- Assists, conducts, and responds to examination requests that identify potential areas of Compliance vulnerability and risk;
-Develops Corrective Action Plans for resolution of problematic issues through additions or revisions to Policies, Procedures and Processes and/or Training and provides general guidance on how to avoid or deal with similar situations in the future;
-Maintains a current in-depth knowledge and understanding of all federal and state consumer protection laws, regulations and policies that apply to business operations, with emphasis on the CRA, Fair Lending, HMDA and UDAAP;
-Assist with onboarding of new hires; process background checks;
-Manage both employee and branch licensing requirements;
-Manage leasing requirements for new branches;
-New and existing vendor management; and
-Auditing and risk management, including evaluating, testing and monitoring of internal controls
What You Need for this Position
More Than 5 Years of experience and knowledge of:
-Bachelor's degree from an accredited four-year university in business, finance, legal or related field required. Advanced degree a plus.
-Minimum of ten years' experience in financial institution and/or regulatory agency compliance and compliance auditing, including experience with agencies such as HUD/FHA, GNMA, FMNA, and Freddie Mac.
-Requires an independent worker with good project management knowledge and ability to adjust to ever changing environment.
-Detail oriented, self-motivated and ability to handle multiple tasks simultaneously.
-Sound analytical abilities, problem solving, good judgment and critical thinking skills required.
-Strong verbal and written communication skills with the ability to interact professionally with all levels of management.
-Proficient in Encompass
-Proficient PC skills and with Microsoft office programs. CRCM certification is preferred. Audit certification, such as CIA or CBA preferred.
