Position Summary Information
General Summary
TheProject Managerleads cross-functional project teams that manage replacement projects with varying degrees of complexity, principally, but not limited to, coordination with pipeline design for water and sewer replacement programs. The Project Manager has the responsibility of coordinating design reviews, monitoring project and program costs, overseeing work required in the construction phase, assisting in developing cost estimates for work beyond the limits, and support for e-builder functions throughout the division. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects.
Essential Functions
Oversees water and sewer infrastructure construction projects, including overall scheduling and coordination with in-house resources
Develops reporting procedures within the division to manage water and sewer replacement programs and maintain consistency across all sections
Provides leadership in digital media use and support for digital construction management tools (such as e-builder)
Manages specialty projects in support of the Pipeline Construction Division
Leads and mentors project team members
Consults and works with team members from various departments, including senior leadership, construction contracts and their associated procurement mechanisms
Reviews project technical, management, and budgetary plans; ensures project compliance with corporate policy and technical specifications
Participates on project teams of others, including management review, re-engineering and policy groups
Serves as Commission project representative equivalent to consultant’s or contractor’s project manager
Reviews, negotiates and finalizes contracts and change orders for projects specifically assigned to the project manager
Prepares and composes advanced contracts and other required documents
Contacts, interviews, and/or negotiates with suppliers to conduct market research, resolve contract-related discrepancies, resolve delivery and billing disputes, and make product/service award recommendations
Prepares or monitors project schedules using PERT , CPM , Bar Chart, or other methods
Develops and implements project management strategic plans and resultant monitoring mechanisms
Assists in the development of Capital Improvement Programs as well as division and other budgets
Participates in 360-degree staff evaluations according to annual performance reviews, as well as for incentives and other compensation plans
Drives a vehicle to conduct WSSC Water business
Other Functions
May function as Section Manager when needed

Work Environment And Physical Demands
Ability to climb ladders and work in confined spaces and elevated locations
Ability to lift minimum of 50 pounds, and to utilize appropriate safety equipment and procedures effectively
Ability to hear audible alarms and abnormal equipment noises
Ability to visually inspect equipment and processes any time of day or night
Good physical condition, particularly absence of respiratory and back problems
Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems
Ability to organize and lead cross-functional project teams
Ability to maintain project team focus and effective structure, including the development of a strategic project management plan that includes schedule, budgetary, contractual, human resources, and stakeholder elements
Must possess the knowledge and skills required to effectively access and involve external agencies, internal staff, the general public, and special interest communities
Demonstrated team building, group leadership, project management, and verbal and written communication skills
Knowledge of best practices for sewer and/or water construction and reconstruction
Minimum Education, Experience Requirements
Bachelor’s degree in Civil, Sanitary, Environmental Engineering, or related engineering discipline
5+ years of progressively responsible experience in project or construction management
3+ years of contract administration experience
OR -
High School diploma or equivalent
9+ years of progressively responsible experience in project or construction management that includes:
3+ years of contract administration experience
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Registration as a Professional Engineer (PE) in the state of Maryland
Certification as a Project Management Professional ( PMP ) by the Project Management Institute ( PMI )
Certification as a Construction Manager by the Construction Management Association of America ( CMAA )
Salary$83,798 - $142,457
