Project Senior Security Manager (EXPAT)

KBR’s Sustainable Technology Solutions (STS) group is looking for a Senior Security Manager to be responsible for the overall management and implementation of the organization’s security policies at the project level and lead in the implementation at the country level. This position will provide hands-on support to project leadership in assessing and managing the security situation related to existing and upcoming projects scope and be responsible for providing security coordination for members of the organization’s Senior Management Team in response to incidents, emergencies, and crises on behalf of the organization for international refineries, petrochemical and LNG facilities.

Must have extensive experience with API/ANSI 780 standards to be considered

KBR is seeking an experienced leader who can lead by example, model KBRs culture and values, and foster an environment of teamwork, accountability, creativity, and innovation. The Senior Security Manager will in collaboration with the Regional Security Manager and HSSE Manager, produce, roll out and maintain updated safety and security assessments, plans, and SOPSs for employees, ensuring compliance to the organization's global safety and security standards. This position is Houston based and reports to the Project Manager/Operations and is responsible to the BU HSSE Director and functionally to the Director of Global Security.

This position will start in Houston and in 2026 it will mobilize to Saudi Arabia

Requires occasional (30%) domestic/international travel to remote and austere locations and follow host country medical entry requirements

Responsibilities:

  • Conduct Security Risk Assessments and security strategies in accordance with API/ANSI 780 standard and the associated security operations and regulatory requirements for international oil refinery and petrochemical security requirements and regulations

  • Execute security scope and responsibilities as specified within contractual obligations with the client and KBR Global Security Standards in the overall interest of business

  • Implement and execute the Global Security Standards and assist in developing and managing the organization’s security strategy and policies to ensure high performance

  • Conduct Security Risk Assessments (SRA) and security strategies in accordance with API/ANSI 780 requirements that include threat, physical security, attractiveness, risk, and vulnerabilities to advise and implement cost-effective security solutions to the project

  • Develop, implement, and supervise comprehensive security and emergency response policies, site security plans and programs in accordance with company polies and industry standards and best practices

  • Oversee and manage all aspects of project security operations, including physical security, access control, emergency response, and threat assessments

  • Understand, incorporate, and meet regularly with local & government officials to ensure the latest regulatory requirements impacted by the project location are applicable and in place

  • Conduct regular security audits and risk assessments to identify potential vulnerabilities and develop mitigation strategies

  • Collect and analyze Security information to identify new or changing threats & risks that can affect company Personnel, Operations, Assets and / or Reputation within their region

  • Conduct effective and efficient investigations into security related incidents providing information and facts to functional departments and organizational leadership within the project

  • Communicate regularly with senior management and provide reports on security performance, incidents, and risk mitigation strategies

  • Conduct training on site for employees and facilitate development and implementation of country security management plans

  • Support the STS HSSE Director as directed and when required on company-wide initiatives as they relate to Safety & Security for the project

  • Serve as the part of the local emergency and Crisis Management Team to provide subject matter advice, recommend, and assist in coordinating global emergency response actions as they relate to the project

  • Maintains administration related to the above tasks and responsibilities

  • Contribute to the development of KBR’s security priorities ensuring that regional safety operations and compliance considerations are property built into local plans and budgets

  • Technical support:

  • Integrate, maintain, and utilize KBR travel management requirements & systems to track the location and contact information for all employees, visitors, and consultants

  • Provide technical security advice in consultation with senior management on all security matters

  • Conduct security drills and exercises in coordination with the project and in accordance with global security standards

Education, Experience, & Skills:

  • Bachelor’s degree in criminal justice, security management or related field or international equivalent

  • 12 + years of security experience with refinery and petrochemical projects and operations on US and/or international projects, in lieu of formal education, 20 + years of years of security experience with refinery and petrochemical projects and operations on US and / or international projects

  • 9 + years of experience with API/ANSI 780 standards for refineries and petrochemical facilities, their requisite assessments, security strategies, operations and regulatory requirements for new grass roots and pre-built facilities

  • Substantial experience in conducting Security Risk Assessments and security strategies in accordance with API/ANSI 780 standard and the associated security operations and regulatory requirements for international oil refinery and petrochemical security requirements and regulations

  • Proven ability to work and operate in high-risk unsecured environments with international projects or governments

  • High level of experience, ready to learn developing security related technical tools guidelines and systems as well as able to work under minimal supervision

  • Substantial experience in conducting Security Risk Assessments utilizing API/ANSI 780 and all security operations and regulatory requirements for international oil refinery and petrochemical security requirements and regulations

  • Considerable experience in facility, vessel, port, and international shipping security & operations requirements

  • Understanding of principles and code of conduct associated with a specific sector and/or sub-sector of work such as investigations, critical infrastructure, physical security, and security management & operations

  • Effective and clear communicator, ability to collaborate across teams and geographies and initiates and skilled in interdisciplinary problem solving

  • Understanding of security intelligence analysis and the political, contextual, and ethical issues in assigned areas

  • Strong assessment, evaluation, analysis, and strategic planning and project management skills

  • Effective and diverse investigative skills to conduct inquiries and investigations

  • Demonstrated ability to manage and work under stressful conditions

  • Experience as a trainer and training skills - the ability to develop, implement, facilitate, and impart learning to a wide range of audiences

  • Previous experience interacting with local, state, national and international government law enforcement agencies to implement security strategies and procedures relating to Safety & Security matters

  • Demonstrated commitment to diversity, equity, and inclusion

  • Must be able to read, write and speak fluent English

Preferred Qualifications

  • Experience in oil, gas & chemical operations in multiple global geographic locations to include austere locations

  • Graduate degree in Security Management or equivalent field

  • US Military Veteran, US Law Enforcement experience or relevant security experience

  • Certified Protection Professional (CPP) or Master Anti-Terrorism Specialist (CMAS)

  • Certified Physical Security Certification (ASIS PSP, ATAB PSM, or equivalent)

  • Certified Anti-Terrorism Accreditation (CDSE ATO or ATC, CHS I-IV, ATAB CMAS or CAS)

  • In possession of a valid Subject Matter qualification in the following areas:

  • Security Risk Assessor (International API/ANSI 780)

  • USCG CSO/FSO/VSO Training Certification or equivalent

  • International Ship and Port Facility Security Officer Training

  • Possess a current US Passport

  • Bi-lingual in English and Arabic
