Your Opportunity

Stantec is seeking an On-Call (part-time/ flexible) Oil and Gas Compliance Specialist to support various clients within our Energy and Resources practice group. This position will be based out of our Houston location and will report to the Manager of Asset Integrity Programs.

Your Key Responsibilities

  • Work with an interdisciplinary team to provide audit and assessment services across the U.S., to evaluate diverse facility types for conformance to federal, state, and local regulatory standards.

  • Act independently and as part of an audit and assessment team to develop findings, recommendations, and corrective actions to mitigate hazards and assure compliance and/or a return to compliance.

  • Provide consulting services in support of program and project delivery for a variety of clients, including the implementation and closure of post-audit corrective action plans.

  • Assist in the development of written audit/ assessment plans, risk management strategies, safe work practices and related training materials on behalf of clients.

  • Visit client sites and provide safety support such as conducting tailgate health and safety meetings, performing compliance assessments, completing planned job or behavioral based safety observations, supporting safety culture, and assisting in hazard identification and control.

  • Technical advisory work, involving the briefing of and/or provision of technical support to experts engaged in various projects.

  • Promote EHS compliance with clients, with a goal of continuous improvement of their EHS culture.

  • Identify and investigate new business opportunities, capture and gather information, realize assessment studies.

  • Contribute to the strategic development of a sector or a client segment.

Qualifications

Your Capabilities and Credentials

  • Knowledge of Oil and Gas regulatory standards and programs for the midstream industry

  • Knowledge and experience applying regulatory requirements, as follows:

    • API RP 579, API RP 1173, API 1104
    • ASME/ ANSI B31.4, ASME/ ANSI B31.8S, ASME ANSI B31Q
    • Title 49 CFR Part 192/195
    • US DOT – PHMSA Requirements
  • Ability to travel. Expected to travel less than 25% or more of the job time (which will be part-time)

  • Strong written and verbal communication skills

  • Computer literate and proficient in Microsoft Office, Microsoft SharePoint, and must be willing to learn custom auditing software systems

  • Excellent and established contacts and networks with potential partners and experts in our target sectors.

  • Must have a good driving record and valid Driver's License.

  • This position requires the successful completion of a drug and alcohol screen prior to employment with Stantec.

Education and Experience

  • Bachelor's Degree in Engineering or another technical field, master’s degree preferred

  • 10 years of directly relevant work experience

  • 2 years of USDOT-PHMSA Certified Training

  • 3-5 years of experience with performing audits and inspections, supporting compliance with applicable Federal, state, and local regulatory standards

  • Certified PHMSA Training highly desired
