West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett---St. Johns, Samaritas, and Wellspring Lutheran Services. WMPC executes an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services, utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. POSITION SUMMARY

The Accounting Manager (AM) assists the Chief Financial Officer (CFO) in leading the financial operations of WMPC. This includes analyzing all fiscal aspects of the foster care & adoption programs, including but not limited to foster care service provider's contracts. The AM designs fiscal policies, procedures, and plans with WMPC subcontractors. The AM is responsible for the timely completion and submission of quality reports to funders, as applicable, and interfacing with funding sources. The AM assists the CFO with financial reporting, cash management, investments, and the preparation of responses to funding proposals. *While this position primarily works remote, we are seeking a candidate who can be local to West Michigan. *

JOB DUTIES

Maintains the general ledger.

Monitors and maintains accounting records.

Supervises accounting team members.

Leads the financial closing process (monthly and year-end).

Maintains proper internal controls.

Supports the annual financial statement audit.

Collaborates with the Care Coordination team regarding approvals for service utilization to ensure expenses are within the WMPC budget and meet policy and contract requirements.

Processes sub-recipient and vendor reimbursements.

Disseminates financial-related information and develops fiscal policies and procedures.

Ensures the timely completion and submission of required program and financial reports following the appropriate format.

Conducts quarterly financial reviews of sub-recipients' financial billing.

Monitors project/program financial and performance reporting; enforces contract provisions through written and oral directives; recommends necessary budget and contract changes.

Manages WMPC's procurement process and ensures compliance with relevant federal and other oversight guidelines.

Keeps abreast of trends and new developments related to WMPC programming.

Assists CFO in preparation of the WMPC annual budget incorporating forecasts and volume projections into budget.

Performs cost analysis of current and proposed services, programs, and departments.

Assists the CFO in reviewing cash balances and projected uses for making investment recommendations.

Manages financial and quality control of funding proposal processes.

Processes all invoices for foster care and adoption services.

Maintains financial reporting in accordance with MDHHS's EGRAM's System.

Ensures inclusion of strategic ways WMPC can advance Diversity, Equity, and Inclusion in all grants, contracts, and new initiatives.

Assists in the advancement of WMPC team development of intercultural competence.
