Plans, executes, and reports all aspects of developmental and operational T&E mission activities. Analyzes project / system capabilities and performance against customer requirements as it applies to various Service programs. Works independently both at the local USAF and DoD enterprise level to meet senior leader strategic direction as it applies to tactical mission management and execution. Routinely communicates with senior leaders on complex, technical topics including military system performance and program management updates. Understands and routine uses various classified networks for data generation, analysis, and configuration control. Understands, adheres and applies Security Classification Guidelines for various project materials. Position specific skills and experience desired in a potential candidate 4+ years of experience as Test Project Manager, Test Engineer, and/or Range Engineer Experience within Air Force Test Center enterprise desired Advanced knowledge of 96 TW Test Project Management processes and functional responsibilities of respective Groups/Squadrons within 96 TW is highly desired Understanding and routine use of various classified networks for data generation, analysis, and configuration control. Understanding, adherence and application of Security Classification Guides for various projects. Technical knowledge/experience implementing Special Access Program (SAP) Information highly desired In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series, positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences provides test project management, engineering and execution for highest DoD priority programs under unique security conditions requiring advanced understanding of SAP policies, procedures and risks. Supports wing guidance and oversight on SAP physical, personnel, industrial and information security supporting multiple customers. Knowledge, Skills, and Abilities Knowledge of program and project management concepts, principles, and techniques as applied to the development test and evaluation environment Knowledge of the laws, principles and practices of facility construction/renovation, logistics and program management. Knowledge in weapon systems test and evaluation practices and procedures including knowledge of the various test facilities found in the Major Range Test and Facilities Base (MRTFB). Knowledge of the mission, roles, functions, organizational structures and operation of the DoD, Air Force and organizations that govern, interface with, and or influence the systems acquisition process, Civil Engineering, and Logistics Support. Ability to understand overall project objectives and to coordinate the efforts of various functional disciplines (e.g., project control, operations, engineering, contracting logistics support, etc.) in order to ensure projects are developed and produced that meet customer content objectives within established cost and schedule parameters.
