Danville Public Schools Coordinator II - Language Instructional Education Programs/World Languages in Danville, Virginia

GENERAL DEFINITION OF WORK

Under the supervision of the Director of Curriculum, the Coordinator II -Language Instruction Educational Programs (LIEP) / Title III is responsible for providing leadership and assistance in planning, implementing, monitoring, and evaluating all Language Instruction Educational Programs and Title III.

ESSENTIAL FUNCTIONS

Meet regularly with the Director II - Director of Federal Title Programs and Instructional Support to assure that the direction set for Language Instruction Educational Programs (LIEP) and Title III regulations is consistent with the strategic plan of the school division and the Board

Ensure that all identified English learner (EL) students, formerly EL students and presumptive EL students are provided a free and appropriate public education through the provision of instructional programs, and related services

Coordinate with elementary, middle, and high school principals to ensure compliance with all local, state, and federal guidelines, regulations, and requirements in regard to Language Instruction Educational Programs and Title III regulations

Manage assignments and meet deadlines

Monitor Language Instruction Educational Programs and Title III to ensure compliance with local, state, and federal policies, guidelines, regulations, and laws

Assure the accurate and timely submission of all reports as requested by the local school division and the State Department of Education

Establish staffing levels for school LIEPs for the purpose of providing services with fiscal efficiency

Coordinate with outside agencies to provide services to students

Provide support to instructors in the implementation of programs, including professional development, observing teachers, and giving appropriate feedback

Implement and supervise the training of school personnel in regards to all aspects associated with the identification of English Learners, communication with their families, instructional strategies, accommodations and modifications to instruction and assessment as well as culturally appropriate issues in regards to English learner and immigrant and youth students

Maintain a high level of knowledge regarding emerging issues concerning English Learner (EL) students and their families, changes in the laws and case law, and educational methods of educating ELs

Present information to parents and community leaders regarding the specific programs available and services available for ELs and their families

Facilitate foreign language translations and interpretation options for the division based on parent language preferences indicated on the Home Language Survey

Coordinate all aspects of the annual language proficiency assessments for ELs in Danville Public Schools

Manage the ELLEVATION data management system and subsequent products for Danville Public Schools

Facilitate the development of the Title III plan, draft the plan, and submit it to the Director of Federal Programs for submission

Supervises and evaluates EL Specialists/Instructor, under the supervision of the Director of Federal Title Programs and Instructional Support, in implementing the required components for Title I/Title III

Conducts meaningful consultation with private schools in regards to Equitable Services for Title III

Perform other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to demonstrate effective standards-based instruction of ELs through the use of a variety of scientifically research- based teaching methods

Knowledge of best practices in the field of teaching and working with socioeconomically disadvantaged students and communities

Ability to study, disaggregate, analyze and draw conclusions about student English language proficiency (ELP) (ACCESS) as well as student achievement data

Ability to implement differentiated instructional strategies to address needs of ELs based on data analysis of ELP and academic achievemen data

Ability to create and implement instructional units and assessments to effectively teach and assess ELs

Excellent communication, interpersonal and leadership skills

Ability to model and coach best instructional practices for teachers of ELs

Ability to deliver high-quality research-based instruction to EL students

Proficiency in seamless integration of technology to support student learning

Self-directed, ability to take initiative, committed to supporting the goals of the organization

EDUCATION AND EXPERIENCE

Masters degree or above

Holds or is eligible for a renewable Virginia teaching license with endorsements in English-as-a-Second Language (ESL, EL, Multilingual Learners) and educational administration and supervision

Minimum of five (5) years of successful teaching experience in ESL/EL/Multilingual Learners or as an administrator supervising Language Instruction Educational Programs at the elementary, middle, and/or secondary level

PHYSICAL CONDITIONS AND WORK CONTACTS

Work is typically performed in an office setting. Regular coordination with school administrators is necessary. Daily liaison activity throughout the division is necessary. Contact with media personnel may be required. Attendance of school division activities is necessary. Regular contact is made with teachers, parents, students, and other community members. These contacts may be contentious. Occasional contact with School Board members, state administrators, and representatives of federal agencies is necessary.

TERMS OF EMPLOYMENT

12 months (260 days); at least 8 hours per day

EVALUATION

Performance evaluation will be conducted annually by the Director of Curriculum on the effectiveness by which the employee has carried out the above responsibilities.
