Project Overview:

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of an existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

This position will start as an assignment in the Mumbai, India, Office prior to the receipt of the full notice to proceed from the Owner and will eventually transition to the job site for the EPC execution of the project.

Job Summary:

Responsible for the organization and direction of quality control personnel and activities relating to construction engineering, subcontracts, and engineering liaison to the design functional group. Provides technical direction to quality control engineers and contractors in an area on the overall project.

  • Receives technical and operational guidance from assigned Area Construction Manager, Project Field Engineer, or other assigned supervising manager.

Supervision Exercised

  • Provides technical and administrative direction to assigned subordinate quality control engineers and contractors.

Contacts

  • Jobsite contacts are with jobsite personnel including subcontractors related to construction engineering activities.

Responsibilities:

  • Leads activities of subordinate quality control engineers, and other Inspection personnel, as assigned.

  • Possesses responsibility for the construction quality control program activities within an assigned area of responsibility.

  • Determines requirements for, and directs preparation of, technical and administrative documents and reports.

  • Performs inspections and documents acceptance of construction activities and installations.

  • Within assigned area, monitors the performance and overall progress of construction inspections to ensure adherence to the field quality control program.

  • Identifies nonconforming items and corrective action requirements.

  • Initiates nonconformance reports and monitors status through to closure of corrective action.

  • Maintains quality control records in support of activities in the assigned area of responsibility.

  • Implements procedures and policies established by others and develops procedures, as required, for the performance of assigned functions.

  • Monitors activities of assigned subcontractors to ensure construction, material and installation comply with project specifications and quality

  • Develops and ensures the implementation of the project construction procedures.

  • Plans and recommends procedures to be implemented by construction contractors to ensure construction operations are within requirements of engineering design and specifications.

  • Directs the maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.

  • Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs are fully utilized.

  • Coordinates with the Area Construction Manager on contract administration and activities affecting the contract administration operation.

  • Performs employee reviews for subordinate personnel and assists in their development and ensures that subordinate personnel receive progressive training.

  • Reviews and provides input to the project staffing plan for construction engineers and associated personnel.

Qualifications and Skills:

Basic Qualifications

  • A recognized degree in an engineering or scientific discipline and specialized courses in construction management, Actual work experience leading to a thorough understanding of the technical knowledge described above.

Additional Qualifications

  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi­discipline position assigned to a single area.

  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.

  • Familiar with Bechtel's Business Ethics handbook and policies.

  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.

  • Knowledge of project-specific environmental compliance requirements.

  • Knowledge of Bechtel's "Zero Accidents" safety program.

  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.

  • Prior experience supervising and administering subcontractors.
