Ensures compliance with 340B program requirements for qualified patients, patient location, and medications. Helps to develop systems and processes to limit program liabilities. Performs audits to identify risk and prevent duplicate discounts and diversion. Ensures maximum participation and optimal efficiency of 340B drug discount program. Ensures that program qualifications are met and maintained and that related documentation is accurate and complete. Candidate must have experience with 340B.

Principal Duties & Responsibilities

  • Performs 340B compliance audits on a scheduled basis and ensures continuous HRSA audit readiness.

  • This may involve presenting and resolving reconciliation issues as they arise, and monitoring and tracking the reconciliation process.

  • Develop a thorough understanding of the split-billing/third party administrator systems and the functions to be performed.

  • Monitors all utilization records and purchasing accounts in order to ensure that billing extract data and split billing software are working appropriately.

  • Evaluates and corrects problems with accumulations or purchases to achieve 340B program compliance while optimizing BCH cost advantage.

  • Performs monthly audits of contract pharmacies and mixed use areas using Excel or a comparable data management program.

  • Evaluates patient eligibility by reviewing the medical records and filtering out non-eligible transactions, including, but not limited to, drugs used to treat patients during inpatient care, Medicaid patients, drugs provided free by manufacturers, those provided at non-eligible locations, or prescriptions written by non-eligible providers.

  • Monitors items purchased direct from manufacturer to ensure that 340B savings opportunities are capitalized on, accumulations are adequate for the purchased amount, any over-purchased items are rebilled to the appropriate account and to account for these direct purchases, manual adjustments are made to the split-billing software.

  • Establishes standardized process for monitoring CDM/NDC split billing software crosswalk for additions, changes and accuracy of all relevant documentation.

  • Develops reports that can be used to educate staff and assist management in tracking the overall financial impact to the organization.

  • Builds other reports, as appropriate, to monitor and improve 340B Program compliance and performance.

  • Constructs appropriate financial metrics to assess areas of improvement to be shared with pharmacy leadership.

  • Serves as liaison between BCH and any retail pharmacy, where a contract retail pharmacy relationship exists. Monitors, reports, and analyzes contract pharmacy 340B activities; provides financial reports to leadership relative to financial impact and liabilities; makes recommendations that would improve efficiency.

  • Maintains knowledge of current professional trends and practices through participation in professional organizations and attendance at seminars, conferences and other continuing education programs.

Knowledge, Skills and Abilities

  • Work requires the analytical skills including oral and written comprehension and expression to collect information from diverse sources.

  • Able to work cooperatively with Hospital and Pharmacy staff, in order to meet departmental objectives. Must have knowledge of 340B management software solutions.

  • Work requires excellent communication skills in order to effectively deal with conflicting views or issues and mediate fair solutions, and well developed writing skills.

  • Experience and skill with spreadsheets and other accounting applications (Excel, Lotus, Access, PowerPoint).

Requirements:

  • Minimum 1 to 3 years of 340B program management experience

  • Bachelor's degree in Business Administration, Accounting or Finance or a closely related field.
