SAIC PMO Budget Analyst in BETHESDA, Maryland

Description

SAIC is seeking a proactive and agile PMO Budget Analyst to coordinate financial activities and requirements with mission managers and technical teams; prepare executive-level briefings; manage the project’s budget; and track funding status in support of the National Counterintelligence and Security Center (NCSC). As a pivotal member of this team, you will regularly interface and coordinate with mission users, technical subject matter experts, and Directorate leadership on budget and financial matters.

The ideal candidate is forward leaning and able to operate in a fast-paced environment and pivot between multiple activities while managing tasks efficiently; can proactively identify obstacles and recommend actions.

Responsibilities include:

  • Manage and execute multiple project budget exercises, to include providing status updates on requirements and potential budget shortfalls.

  • Assist in submitting funding packages.

  • Create Spend Plans and work with BCR's.

  • Draft executive-level presentations and talking points for Directorate leadership.

  • Provide input on financial strategy.

  • Provide detailed progress reports and activity status on a weekly basis highlighting accomplishments and planned activities for the government project coordinator.

Qualifications

Required:

  • Active TS/SCI with CI polygraph

  • Bachelors and fifteen (9) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

  • 3-5 years’ experience within an IC Agency, preferably ODNI

  • Experience building and submitting funding packages.

  • Experience creating spend plans.

  • Experience with BCR's.

  • Ability to offer financial strategy advice.

  • Experience with congressional budgets is helpful.

  • Understanding of IC (ONDI preferred) financial systems and processes including knowledge and understanding of resource management concepts, principles, and practices to facilitate and integrate financial support services.

  • Knowledge of budgetary processes, federal and Intel fiscal cycle, funding practices, and contracting issues.

  • Ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences including ODNI and IC wide executives.

  • Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively with diverse teams and ODNI personnel.
