Office of the Director of National Intelligence Deputy ADNI for Acquisition Procurement and Facilities in Bethesda, Maryland

Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data. Responsibilities As a member of the Office of the Director of National Intelligence leadership team, promote the IC vision and mission, and implement, lead and guide the DNl's strategic intent for IC wide policies, programs and resources. Assist the ADNI for AP&F in representing DNI acquisition, procurement, facility and logistics positions, priorities and/or perspectives to National policy makers, Congress, OMB and White House staff. Lead joint government-industry teams to provide value-added oversight to Intelligence Community acquisitions and fulfill national security needs through flexible, risk-managed processes that deliver innovative capabilities, data, and expertise. Develop strategy, standards and foundational framework to improve acquisition agility and integration to create a competitive advantage. Adapt acquisition oversight processes and portfolio management to ensure delivery of effective endend capabilities that deliver, extend, and sustain our preeminent intelligence capabilities. Collaborate with IC partners to advance acquisition/procurement tradecraft, promote acquisition workforce development, promote best-practices and foster innovation. Serve as a senior advocate for IC facilities and logistics priorities and oversight across facilities management, environmental, energy and sustainment, and logistics management. Collaborate with IC elements to deliver sustainable integrated facilities and logistics solutions to support worldwide Intelligence Community mission readiness. Partner with IC elements to establish strategies and implementation plans to achieve the IC's strategic goals, such as increase IC facility ownership, to develop mUlti-agency campuses/models, explore alternatives that enable flexibility and development of workforce/industry and advance the Ie's environmental priorities. Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks and multiple interfaces; ensure timelines, costs, deliverables and outcomes are achieved according to approved plans. Establish, guide, and oversee ODNI and Ie working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals. Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Build and foster a forward focused culture of collaboration and integration within P&C, partnering with peers from across the Directorate to drive new and innovative solutions that advance and support P&C, ODNI and IC objectives Perform personnel management responsibilities with a focus on building a highperformance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Assist in managing the daily operations of the AP&F Office, to include managing and overseeing the AP&F budget and execution thereof. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: Experience working in or with the Intelligence Community and demonstrating a broad knowledge of the IC mission, objectives, policies, and current events within the Ie. Exhibit excellent interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the Ie. Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel. Possess superb oral and written communication skills and demonstrated ability to conduct filter and synthesize data, and produce clear, logical, and concise products. Record of success in building teams, leading change, and working effectively with others in a diverse, complex and evolving environment. Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel. Familiarity with the products and processes of the IC Acquisition Model (ICAM); IC Planning, IC Capabilities Requirements (ICCR); and/or Intelligence Programming, Budgeting and Evaluation (IPPBE) oversight. Desired Requirements: Proven superior analytical and critical thinking skills, including the ability to think strategically, to use data analytics to inform strategic decisions, and to develop options and recommendations for decision makers Experience managing large acquisition programs and/or portfolio within the IC and/or DoD Experience driving innovative acquisition and/or contracting and procurement practices Experience in managing facilities and/or logistics portfolios Possess a system of systems perspective with a view toward end-to-end capabilities, requirements, evolving technologies, gaps, threats and opportunities Expert knowledge IC and/or DoD acquisition authorities and processes, particularly for major system acquisitions (MSAs), special interest acquisitions (SIAs), and/or experimental research demonstrations (ERDs) Relevant experience and expert knowledge with IC budget processes Degree in Business, Management, or technical discipline such as Engineering or Information Technology Program Management, Contracting and/or Real Property advanced/expert level certifications or equivalents Education Bachelor's Degree Additional Information Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.
