Texas Space Commission Chief Compliance Officer (Director IV) TSC-02 in Austin, Texas

General Description The Chief Compliance Officer (CCO) works within the Texas Space Commission and reports to the Texas Space Commission Executive Director, with independent reporting authority to Texas Space Commission Board of Directors (Board). Performs highly advanced (senior-level) managerial work providing compliance strategy direction and guidance for the Texas Space Commission (Commission). Work involves establishing the Commission's compliance and monitoring strategy, goals, and objectives; developing policies, procedures, and guidelines; directing and overseeing the monitoring of Exploration and Aeronautics Research Fund grants to ensure compliance with Chapter 482, Texas Government Code, and rules adopted by the Board; monitoring program activities; and reporting compliance to the Board. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties

Develops, establishes, implements, and directs the agency's statutorily-required compliance program.

Develops, establishes, and implement goals and objectives that are consistent with and support overall agency strategies.

Reviews grant proposals for compliance with program rules established under Chapter 482, Texas Government Code, prior to submission to the Board.

Coordinates with the Executive Director, the Board, and the Office of the Governor regarding compliance to ensure financial programs comply with pertinent federal and state standards, including ethics, standards of conduct, and conflicts of interest.

Monitors the grant review process for compliance with standards, uniformity in method, and adherence to statutes and program rules.

Reviews, evaluates, and monitors grant recipients' compliance with grant award contractual terms, agency statute and rules, and other applicable state policies.

Oversees and examines business operations, control structures and systems, and accounting records for reliability, adequacy, accuracy, efficiency, and compliance with legal regulations.

Identifies potential areas of compliance vulnerability and risk; recommends corrective action plans and guidance for resolution of compliance issues.

Reviews all documents and other information that are relevant to compliance activities.

Prepares audit and compliance monitoring reports.

Provides technical advice on the requirements, liabilities, and penalties of compliance and non-compliance.

Develops and implements an annual compliance monitoring plan.

Oversees and/or conducts compliance monitoring and risk assessments.

Investigates suspected compliance violations.
