The incumbent is responsible for complying with company and division-wide purchasing/procurement strategies, policies, standards, and practices. The Associate Manager Purchasing will develop the supplier relationship management process across the site including strategies and tactical action plans to improve the supply delivery targets and site inventory levels. This position will also evaluate and leverage global procurement purchases, sourcing, and inventories to reduce the total cost of procurement and ownership. The Associate Manager Purchasing will proactively work with the various sites and departments to plan and implement actions and metrics to achieve savings, ensure continuity of supply, and meet current and future business needs.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  1. Supervises the overall function of the Purchasing/Procurement Department including but not limited to Sr. Buyer / Planner and Buyer / Planners roles and responsibilities.

  2. Develops and leads Supplier Relationship Management process including:

a. Identify Risks

b. Supplier evaluationc.

c. Supplier development

d. Develop tools to measure supplier performance

  1. Establishes and ensures compliance with company and division-wide purchasing/procurement strategies, policies, standards, and practices.

  2. Evaluates total spend per category of goods and services and establish sourcing strategies and approaches to simplify processes, reduce risk and uncertainty, and reduce the total cost of ownership

  3. Ensures that purchasing metrics are in place and uses them to drive improvements

  4. Collaborates with development groups to make good design and sourcing decisions and to meet project schedules and business plans

  5. Process owner for Procurement Standard Operating Procedures

  6. Establishes efficient procedures for Requests for Proposals (RFP) and initiates quotes and alternatives for capital equipment, goods, and services

  7. Establishes and leads effective network with suppliers and internal customers. Manages ongoing relationships with key strategic suppliers and the manufacturing and headquarters sites

  8. Negotiates major contracts and blanket purchase agreements with critical vendors for goods and services, together with the Legal Department and business areas

MINIMUM QUALIFICATIONS – Education and Experience

The requirements listed below are representative of the knowledge, skill, and/or ability required for this position.

Bachelor degree or equivalent with 8+ years of experience,

Master degree with 5+ years of experience,

Doctoral degree with 3+ years of experience

PMA and/or APICS Certification is preferred Lean or Six Sigma Certification is preferred

Medical Device or Pharmaceutical industry experience is preferred

Working knowledge and experience with Service Agreements, sourcing and procurement. Excellent business acumen, including demonstrated abilities and leadership with financial analyses, business case preparation, NPV, ROI, and data-driven approach

Ability to work effectively with a variety of cultures, people, styles, and personalities

Experience in leading cross-functional teams and project management

Excellent verbal and written communication skills

Experience with the details of legal contracts

Working knowledge and experience with ERP systems required- preference to those with Oracle ERP experience.

Ability to interpret drawings and specifications
